APR was set up in 1975 by Andhra Pradesh Investment Development Corporation and BILT with a 75-tpd pulp plant in Warangal. Production commenced only in 1981, after time and cost overruns. APR soon turned sick, and was under BIFR's purview until 1988, when the process was modified to accept eucalyptus as an input rather than hard wood. BILT bought APIDC's stake in 1991.
